A small but vocal crowd jeered Rep. Paul Ryan outside a lunch event in Madison where he was the featured speaker.
The chair of the House Budget Committee was at the Madison Club to speak at a luncheon sponsored by WisPolitics.
About 75 people picketed and chanted outside the Madison Club. Many carried signs.
One said: "Shame on You, Paul Ryan, You Are an Embarrassment to the State."
Another said: "Ryan, Walker, for the Filthy Rich."
Yet another had a sign with a frown face on it, and the words, "Ryan Care."
The crowd chanted, "How do you solve the deficit? Tax, tax, tax the rich."
Elizabeth Wrigley-Field, with Wisconsin Resist, told the crowd, "The slashing of the budget is a matter of life and death." She talked about Ryan's proposed cuts to meat and water inspection, and how people would die as a result.
And she noted that many of the largest corporations in America are paying no taxes.
"The cuts are based on a lie that the money isn't there. Tell Ryan to quit lying. We know the money is there."
To those inside the tony Madison Club, the crowd yelled: "Pay It Back."
When she was done speaking, the crowd walked around the capitol square, stopping in front of banks and investment houses and demanding they pay their fair share.
